The title Starborn indicates those people who can, by birthright, wield power over the Outsiders. It is first mentioned in White Night.
Description[]
There was a complex confluence of events, of energies, of circumstances that would have given a child born under them the potential to wield power over Outsiders.— Lash to Harry Dresden during the battle of the Deeps, shortly before her death.[1]
Starborn is alluded to rarely throughout the series, its implications briefly described only once in White Night. He Who Walks Behind calls Dresden Child of the stars,[2] and in Cold Days both the Erlking[3] and Maeve[4] refer to Dresden by the title of "Starborn".
The Leanansidhe implies that He Who Walks Behind was preparing Dresden, molding him.[5]

In Peace Talks, Ebenezar McCoy reveals that Starborn individuals cannot have their minds tainted by contact with anything from Outside, which means that Dresden can banish the Outsiders without mental damage, as would happen to other wizards. Armed with this knowledge, Harry Dresden is able to banish a pack of Cornerhounds. Ebenezar also stated that a starborn only happens once every 666 years.[7]
Battle Ground[]
In Battle Ground, while in battle in the graveyard in Chicago Mavra remarks that Dresden's blood is only for the master (Drakul) due to him being Starborn.[8] Drakul informs Dresden that he is also Starborn himself, and implies that the White Council had a hand in the circumstances of Dresden's birth.[9] After the graveyard battle is finished, Harry confronts Listens-To-Wind about his Starborn status. Listens-To-Wind stonewalls Dresden, but agrees to talk him about the subject in 1 years' time.[8] Separately, the Fomor servant Listen also claims to be one of the few Starborn currently alive.[10]
Word of Jim[]
Harry and Elaine are just a few months apart age wise so for all intents and purposes the same age… that was one of the reasons that Justin had picked both of them to adopt, it wasn’t just random kids with power.— Jim Butcher on Elaine Mallory having the potential to also wield power over Outsiders.[11]
